One reason for this is that the proceeds are viewed as a form of “painless” taxation, with players voluntarily spending their money for the benefit of the public good. Lottery supporters argue that the resulting tax revenue is a desirable alternative to cutting essential government services. However, studies show that the objective fiscal condition of a state does not appear to have much impact on whether or when voters support a lottery.
